Why the November Visa Bulletin Has No DV Numbers

The November 2026 Visa Bulletin has no Diversity Visa chart. That is not a rejection. DV-2027 registration is still closed, so no case numbers exist yet.

Registration status

DV-2027 registration is not open. The State Department has not posted entry dates. A court order set a schedule, and the government has appealed.

Why the November Visa Bulletin Has No DV Numbers

The November 2026 Visa Bulletin has no Diversity Visa chart. That does not mean you were rejected. There are no DV-2027 case numbers yet, because the State Department has not announced an entry period.

A cutoff is a line drawn after people are selected. No selection means no line. You also cannot check a DV-2027 result. A confirmation number appears only after you submit an entry, and that entry period is not posted.

Why registration is still closed is in A court paused the order to open the DV lottery 2027. The open-date question is in When does the DV lottery 2027 open?. A photo you can prepare is in How to make a DV lottery photo while you wait.

Five steps from entering the lottery to an interview. Entry and selection are marked not yet. The Visa Bulletin cutoff is step four, after a rank number exists.

What does a missing chart mean for me?

You are not in a line yet.

Think of a bakery that calls ticket numbers. The Visa Bulletin is this month’s sign. A Diversity Visa chart would list rank numbers that can move toward an interview. November lists family visas and job-based visas. It has no Diversity Visa section.

A blank is not a rejection. A rejection would mean you entered and were not selected. DV-2027 entry has not been announced. A form sent to another website was not the government entry.

It is not a cancellation either. The notice from November 5, 2025 still says the start date will be announced “as soon as practicable.” It also says selected DV-2027 applicants would have from October 1, 2026, through September 30, 2027, to apply for the visa. Those dates do not create a case number, and they do not open the form.

What is the Visa Bulletin?

Each month, the State Department publishes the Visa Bulletin. It says who has an immigrant visa number available.

Family and job-based applicants usually wait by the date of an earlier filing. After Diversity Visa selection, people wait by a rank number, a place in line inside a region such as Africa or Europe. A lower number is closer to the front.

The November 2026 bulletin is Number 20, Volume XI, dated CA/VO October 5, 2026. Section A is family and employment visas. Section B is a note on special immigrant visas for some U.S. government employees. There is no Diversity Visa section. The October 2026 bulletin, Number 19, dated September 4, 2026, also has none. The page does not say why. Do not pay a website for a hidden reason.

What did the last DV chart look like?

The last Diversity Visa chart was for September 2026. It was for DV-2026, not DV-2027. That year is over.

The September bulletin said the law provides up to 55,000 diversity visas a year, for people from countries with low admissions over the previous five years. It put the DV-2026 limit at about 52,101, after other laws set some visas aside. No country can receive more than seven percent in one year. Those figures are not a DV-2027 quota.

When the bulletin printed a line, visas were available only for a regional rank below that line.

RegionSeptember 2026 line (DV-2026 only)
Africa101,250, except Algeria 85,000 and Egypt 50,000
Asia40,000, except Nepal 13,500
Europe47,500
North America (Bahamas)Current
Oceania3,000
South America and the Caribbean4,750

The printed number is not included. For Europe, 47,499 was below the line. A rank of 47,500 was not. Algeria, Egypt, and Nepal used the lower lines in the table. “Current” means no line was printed. That was the Bahamas. It did not promise a visa.

A bar showing Europe's September 2026 cutoff at 47,500. Numbers below the line could move forward. The line itself, and numbers above it, were not reached. The example is DV-2026, not DV-2027.

These lines ended with DV-2026. They are not DV-2027 ranks. The September bulletin said diversity visas for that program may not be issued after September 30, 2026, including for spouses and children. The selected entrants page says there is no further benefit if you did not receive a visa or status by then.

Why is there no DV-2027 chart?

A chart needs people who were already selected. Selection needs an entry period. That period has not been posted.

The picture above is the order. You enter. The government selects and assigns ranks. A later bulletin draws a line. Only a rank below the line can move toward an interview. November 2026 is before the first step, so there is no line to draw.

The instructions page still shows only DV-2026: noon Eastern Daylight Time on October 2, 2024, through noon Eastern Standard Time on November 7, 2024. It says that period has concluded. The visas-news list has no DV-2027 or DV-2028 registration announcement. DV-2028 dates are not published.

The Federal Register has not published DV-2027 entry instructions. Its 2026 rule for this program is the vetting rule of March 11, 2026, effective April 10, 2026. It adds passport details. It does not open registration.

Did the lottery open on November 1?

No. November 1, 2026, was a deadline in a lower-court order. On October 29, 2026, the Ninth Circuit paused that order. The order grants a stay pending appeal.

A stay is a pause while the appeal goes on. Picture a covered start whistle. The race is not cancelled, and nobody may start. The order tells the clerk to schedule the lawyers’ papers. It names no entry day. That October 29 order is still the published decision. The November 5, 2025 notice is unchanged, and its last-updated line is still November 5, 2025.

DateWhat it means for you
October 2 to November 7, 2024DV-2026 entry period. It is closed.
November 5, 2025Notice that the DV-2027 start date will be announced later.
September 30, 2026Last day of the DV-2026 visa year.
October 5, 2026Date on the November 2026 Visa Bulletin. No DV chart.
October 29, 2026Appeals court pauses the order that set a November 1 opening.
November 1, 2026Deadline in that paused order. Not an entry day.
September 30, 2027End of the visa period named for people selected for DV-2027.

Dates in the court papers are for lawyers, not for entries. The October 30 explainer covers those papers.

What if I was selected for DV-2026?

That year is over. On August 31, 2026, before the deadline, the Department published issuance guidance. It paused diversity visa issuances for a screening review, with no exceptions. People could still apply and attend interviews, but no diversity visas would be issued. Visas that were already valid were not revoked. The notice did not move September 30, 2026, and it is still the latest Diversity Visa item on the visas-news list.

If you already have a visa, questions about entering the United States go to the Department of Homeland Security. This page cannot reopen a DV-2026 case.

How do I check results with a confirmation number?

Use the number on your own confirmation screen, on the government site. The Visa Bulletin does not list names.

The DV-2026 instructions said the confirmation screen shows your name and a number. Save it. Entrant Status Check on dvprogram.state.gov was the only DV-2026 notice. The Department would not email or mail you to say you were selected, and an embassy would not give you a list. That check ran from May 4, 2025, through September 30, 2026. A lost number could be retrieved with the email on the entry.

That window was for DV-2026 only. A DV-2027 number exists only after an announced entry period. Keep it yourself. An email that says “you won,” or a demand for money to find your name in this bulletin, does not match those instructions. The bulletin is public and has no names.

What should you do now?

  1. Do not enter today. No DV-2027 period is posted. A site taking entries now is not the government notice.

  2. Do not treat the blank chart as a loss or a secret win. There is no DV-2027 rank yet.

  3. Use the official site after dates are posted. Recent entries used form DS-5501 on dvprogram.state.gov. Submit one entry. The DV-2026 instructions say a second entry for the same person disqualifies the entries for that person.

  4. Pay the government only after the site opens. The 2024 instructions said the online entry had no fee. A rule effective September 16, 2025 adds a $1 registration fee, taken when you register, in addition to the $330 application fee. The fee guide compares the two texts. Money paid to a helper today is not that $1.

  5. Read the official pages. Start with the November 5, 2025 notice and the visas-news list. The registration status page collects the public updates. Later selection would be permission to apply. It is not a visa.

What photo can I prepare?

You can make the file now. You cannot upload it until the form opens. DV-2027 photo rules are not published. The last full set, for DV-2026, asks for a color JPEG, 600 by 600 pixels, 240 KB or smaller, taken within six months. The October 31 photo guide explains the head size and the six-month limit. The size, file size, and examples pages follow those rules.

The tool on this site exports a 600 by 600 JPEG. dvlotteryphoto.com makes one such JPEG per order, with the background corrected and the file size checked, made to those DV-2026 measurements. That is not State Department approval. It does not submit an entry. It is not the $1 fee. A finished file does not guarantee selection or a visa.

This is general information from public notices and a court order. It is not legal advice. Record labels are explained on the editorial policy.

Questions

Does a missing DV chart mean I was rejected?

No. The November 2026 Visa Bulletin has no Diversity Visa section. A rejection would mean you entered and were not selected. The State Department has not announced a DV-2027 entry period, so there is no DV-2027 result to reject.

Is the DV lottery cancelled?

The November bulletin does not say the program is cancelled. The November 5, 2025 notice still says the DV-2027 start date will be announced later. The October 29, 2026 court pause did not post entry dates.

Can I enter the DV lottery in November 2026?

Not on any date the State Department has announced. The instructions page still shows only the DV-2026 period, which closed on November 7, 2024. November 1, 2026 was a deadline in a court order that was paused on October 29.

How do I check if I won the DV lottery?

Use Entrant Status Check on dvprogram.state.gov with your own confirmation number. The Visa Bulletin does not list names. For DV-2026 that check ran through September 30, 2026, and the Department said it would not email you. There is no DV-2027 number until an entry period is announced.

Do the September 2026 cutoff numbers still apply?

No. They were DV-2026 rank lines for September 2026. The visa year ended on September 30, 2026. They are not DV-2027 numbers, and the November 2026 bulletin does not repeat them.

What should a DV-2026 selectee do in November 2026?

The September 2026 Visa Bulletin said DV-2026 visas may not be issued after September 30, 2026. The selected-entrants page says you derive no further benefit from that registration if you did not receive a visa or status by then. The August 31, 2026 issuance notice did not move that date.

Does a finished photo let me enter early?

No. A photo made to the written DV-2026 measurements is a file for a later entry. It is not approved by the State Department. It does not submit an entry, and it does not guarantee selection or a visa.
